Tom Sweat - President
As the company’s President, Tom provides leadership to the organization and spearheads the direction of expansion and innovation. He was instrumental in the creation and development of TEC’s Analytical Services division and it’s TECnet cloud services. Tom also participates closely in certain Professional Services and Strategic Services projects.
Tom has led and participated in multiple acquisition projects by performing Collections Operational and Technology Due Diligence. He has acted as Interim CIO for industry leading collections agencies and he has assisted in the identification/recruiting of permanent CIO’s.
Tom is a graduate of DeVry University with a degree in Electronics Engineering. He founded Eminess Company in 2002 to provide consulting services in the collection industry. In 2007 Eminess Company joined forces with The Enterprise Consultant to form TEC Services Group.
Previous to founding Eminess, Tom led Information and Technology Services as CIO for Van Ru Credit Corporation where he developed that company's first detailed IT Operational and Capital Budgets. Before joining Van Ru, Tom spent almost four years as Vice President of Systems at Sitel Corporation. Tom arrived at Sitel after leaving Bankcard Service Corp where he spent almost nine years as Vice President of Systems and Operations managing Technology, Operations, Customer Service and Technical Support.
Wendell Etheridge - Executive Vice President
With more than 30 years experience in the Accounts Receivable Management field, Wendell Etheridge is TEC’s Executive Vice President. Over the years, Mr. Etheridge has assisted scores of organizations with system evaluations, implementation projects, testing, training, resource assistance and other needs.
Having previously served in progressively responsible management positions with firms such as JCPenney and NCO, in 1998, Mr. Etheridge established a consultancy that would become TEC Services Group. Wendell founded The Enterprise Consultant to provide expert operational advice and project assistance to accounts receivable organizations interested in advancing their corporate skills. Under his direction, the company managed dozens of successful system conversions and numerous other projects. In 2007, The Enterprise Consultant merged with The Eminess Company to form TEC Services Group. In his current capacity, Wendell oversees all consulting and professional services efforts at TEC as well as personally directing strategically important projects.
Jennifer Dilbeck - Vice President, Client Services
Jennifer Dilbeck is the Vice President of Client Services. She is an expert FACS® Systems Administrator with strong skills in all areas relative to workflow. Jennifer also has expertise with the Artiva® toolset and has assisted hundreds of users with training, procedure development and documentation.
She is a resident of Powder Springs, Georgia, a suburb of Atlanta. Jennifer has been part of the receivables management industry for over 15 years and has extensive experience in developing and implementing account flow solutions for all phases of collection. As a consultant, she has conducted more than 30 system integration projects. She is an expert at operational account flow processes, problem solving, system testing and client services.
Jennifer's accomplishments include participation in the successful completion of one of the first major Ontario Systems implementation using Artiva Recovery® and Artiva Agency® templates. She has spent extensive time developing user and business requirements from conception and design to implementation and system testing and certification for large FACS® and Artiva® clients.
John Liguori - Vice President, Special Projects
John Liguori is the Vice President of Special Projects. He is a seasoned, business-oriented leader with a track record of success in information technology and has over 20 years of successful management and project management experience. Since 1988, he has specialized in receivables management systems, with a focus on Ontario Systems Artiva® and FACS® products. He has extensive experience with system integration; implementations and conversions; client startups; predictive dialers and interactive voice response; insurance claims editing and electronic submission; Medicaid and Medicare pre-qualification; legal systems and litigation; and imaging systems.
He is based in the Nokomis, Florida office. John has extensive information technology and business experience in student loans and retail collections, healthcare receivables management, medical billing and call centers/IVR. He is an expert in managing all aspects of collection industry technology and vendors including developing and implementing documented project plans using formal development methodologies.
Brian Carter - Vice President, Development
Brian Carter is the Vice President of Development Services. His primary goal is to help receivables management companies implement quality software that addresses all business requirements yet is easy to use, support and maintain. He is an expert in all areas of the software development process, including business analysis, requirements specification, design, code review, quality assurance, installation, maintenance, and support.
Brian has around 30 years of hands-on development experience in various programming languages. He has designed and developed interfaces, custom statistics, reports, workflows, action groups, actions, performance enhancements, system monitors, windows, utilities, maintenance screens, and other general system enhancements. He has provided technical development support for business conversions, both from the perspective of extracting data out of the old system, loading data into the new system, and transforming the data in between.
Prior to joining TEC Services Group, Brian worked as an independent contractor developing applications in VB.NET, performing quality assurance work for a pharmaceuticals company, and teaching online VB.NET courses for Indiana Wesleyan University. Prior to his independent work, Brian served in the collection software industry for over 13 years where he worked as a product support specialist, an installation specialist, a trainer, a developer, a designer, a technical QA specialist, an automated tester, a project leader, and a supervisor.
Will Turner - Vice President, Analytical Services
Will Turner is Vice President of TEC Analytical Services (TEC Analytics), TEC’s newest consulting division. He helps organizations boost profitability and performance by helping them make smarter decisions on the use of data and scoring vendors.
Will is known as a thought leader and strategist with over 11 years in the Credit & Collections Industry. He is a specialized subject matter expert in designing, implementing and managing data and analytical strategies for various applications across the account lifecycle including skip tracing, ID authentication, ID verification and fraud prevention. He has consulted with some of the nation’s largest banks, credit card issuers, collection agencies, debt buyers, collection law firms and data companies.
Previous to TEC Analytics Will led and managed various innovation, sales, strategy and marketing teams for Decision Analytics (Experian), First Data, Datalure and Sourcelure.
He majored in Business Administration with an emphasis in International Business and Marketing at the University of Nebraska and studied International Economics at the University of Oxford (Mansfield College).

John Hapner - Consultant
John Hapner is an independent consultant and has worked with TEC Services Group since 2007. Working with the development services team, he is able to assist companies in writing custom software, interfaces and conversions when implementing Ontario Systems products and perform quality assurance testing and support.
He and his wife, Kim, live in Muncie, Indiana, and have five children. John has extensive experience in software quality control and testing, development project management and designing software with an emphasis on usability and improved productivity.
John has over 20 years of software development experience, with the most recent being 16 years at Ontario Systems. While at Ontario Systems, he directed the quality team responsible for the FACS®, CT Vision® and Artiva® product lines. Additionally, he led teams responsible for custom software development and played an integral part in designing and developing FACS® versions 9 through 17 and FACS Workstation®. The Workstation effort resulted in a 75% reduction in training time and improved productivity for collectors. John also has performed training roles at numerous conferences, including InterSystems Worldwide Development Conference and Ontario Systems Annual Educational Conference.
Jon Halterman - Consultant
Jon Halterman is a consultant with TEC Services Group, originally joining The Enterprise Consultant team in 2005.
He and his wife, Jenni, live in Spring Hill, Tennessee, and have four children. Jon's expertise includes CT Vision®, FACS®, FOCUS®, Enable® and Web development.
Jon has over 10 years of software development experience, including over five years at Ontario Systems and over five years at Compuware Corporation.
Erin Briggs - Consultant
Erin Briggs is an independent consultant and has worked with TEC Services Group since 2007. She is experienced writing interfaces for Artiva® and FACS® implementations.
Erin resides in Chicago, Illinois and has spent her professional career in the receivables management software industry. During college, she worked as an intern for Ontario Systems on the account flow team. Upon graduation, she joined the company full time as part of the interface and conversion team.
