Tom Sweat - President

Tom Sweat is the President of TEC Services Group and founder of Eminess Company, which joined forces with The Enterprise Consultant to form TEC Services Group. He and his wife, Terri, live in Nokomis, Florida, and have two children. 

He is an accomplished strategist with more than 20 years of experience applying information technology services to meet current and future business needs. Tom has successfully performed change management within multiple organizations, developed and implemented disaster recovery and prevention plans, and proved to be a corporate leader in motivating staff while aligning their interests with the goals of the organization.

Previous to Eminess Company, Tom served as Chief Information Officer for Van Ru Credit Corporation, developing the company's first detailed IT operational and capital budgets. During his tenure with Van Ru, he was responsible for a FACS™ system conversion project serving 1200 seats and successfully completed the project on time and within budget. 

Tom also served as Vice President of Systems at Sitel Corporation where his team completed a FACS™ system conversion and CT Vision™ system implementation for 700 seats.

Wendell Etheridge - Executive Vice President

Wendell Etheridge is the Executive Vice President of Consulting Services and founder of The Enterprise Consultant, which joined forces with Eminess Company to form TEC Services Group. He has assisted scores of organizations with implementation projects, testing, training, resource assistance and other needs.

He and his wife, Denise, live in Dallas, Georgia and have three children. One of the first users to earn the designation of FACS™ Certified System Manager, Wendell has served the credit and collections industry for over 30 years. 

He founded The Enterprise Consultant in 1998 to provide expert operational advice and project assistance to accounts receivable companies interested in advancing their corporate skills. Under his direction, the company managed more than 50 successful system conversions and other projects, including the first successful installation of Ontario Systems Artiva Agency™ and Artiva Recovery™ projects.

He began his career as General Manager for Stallings Financial Group and later served in various consulting, systems management and integration, and operational positions for Medaphis Services Corporation and NCO Corporation.

Jennifer Dilbeck - Vice President, Client Services

Jennifer Dilbeck is the Vice President of Client Services. She is an expert FACS™ Systems Administrator with strong skills in all areas relative to workflow. Jennifer also has expertise with the Artiva™ toolset and has assisted hundreds of users with training, procedure development and documentation.

She is a resident of Powder Springs, Georgia, a suburb of Atlanta. Jennifer has been part of the receivables management industry for over 15 years and has extensive experience in developing and implementing account flow solutions for all phases of collection. As a consultant, she has conducted more than 30 system integration projects. She is an expert at operational account flow processes, problem solving, system testing and client services. 

Jennifer's accomplishments include participation in the successful completion of one of the first major Ontario Systems implementation using Artiva Recovery™ and Artiva Agency™ templates. She has spent extensive time developing user and business requirements from conception and design to implementation and system testing and certification for large FACS™ and Artiva™ clients.

Prior to joining TEC Service Group, Jennifer spent three years with the AssetCare division of Medaphis Services Corp. (later acquired by NCO Financial), where she developed and headed up that firms first application support help desk, which supported more than 800 users in 20 locations. Her responsibilities also included business analysis and project management for new client installations, as well as pre-production quality control on new products.

John Liguori - Vice President, Special Projects

John Liguori is the Vice President of Special Projects. He is a seasoned, business-oriented leader with a track record of success in information technology and has over 20 years of successful management and project management experience. Since 1988, he has specialized in receivables management systems, with a focus on Ontario Systems Artiva™ and FACS™ products. He has extensive experience with system integration; implementations and conversions; client startups; predictive dialers and interactive voice response; insurance claims editing and electronic submission; Medicaid and Medicare pre-qualification; legal systems and litigation; and imaging systems.

He is based in the Nokomis, Florida office. John has extensive information technology and business experience in student loans and retail collections, healthcare receivables management, medical billing and call centers/IVR. He is an expert in managing all aspects of collection industry technology and vendors including developing and implementing documented project plans using formal development methodologies.

John's accomplishments include a successful completion of one of the first major Ontario Systems implementation using Artiva Recovery™ and Artiva Agency™ templates. The installation also included IVR as well as a 400-seat predictive dialer. He has developed and managed project plans for large collection system conversions, including managing users and vendors through multiple conversion phases, completing all phases with no down time and on plan.

Previously, John honed his collection industry skills as the IT Director for Hospital Billing and Collection Services and later as Chief Information Officer for Medquist. After the company was acquired by Medaphis Service Corporation, John continued to serve as CIO for the AssetCare division, specializing in healthcare collections, where he consolidated more than 20 data centers into the corporate facility.

Brian Carter - Vice President, Development

Brian Carter is the Vice President of Development Services. His primary goal is to help receivables management companies implement quality software that addresses all business requirements yet is easy to use, support and maintain.

He and his wife, Terri, live in Muncie, Indiana, and have two children. Brian is an expert in all areas of the software development process, including business analysis, requirements specification, design, code review, quality assurance, installation and support.

Brian has many years of hands-on development experience with all flavors of Artiva and CTVision, as well as with Cache (the foundation underneath most Ontario Systems’ software).  He has designed and developed interfaces, custom statistics, reports, workflows, action groups, actions, performance enhancements, system monitors, windows, utilities, maintenance screens, and general system enhancements.  

Prior to joining TEC Services Group, Brian worked as an independent contractor developing applications in VB.NET, performing quality assurance work for a pharmaceuticals company, and teaching online VB.NET courses for Indiana Wesleyan University.

Additionally, Brian worked for Ontario Systems for over 13 years working in various areas of research and development, including leading development projects and teams. During his time at Ontario Systems, Brian installed and supported FACS™ systems; designed and developed the FACS Report Writer™ led the FOCUS™ product development team; managed and enhanced automated quality assurance tools for FACS™; assisted with the creation and enforcement of development standards; and worked on the initial design of "FutureFACS" (now Artiva™).

Leslie Grother - Consultant

Leslie Grother is a Consultant with TEC Services Group, originally joining Eminess Company in 2006. She is able to assist companies with Artiva™ interfaces (using file processing, record formats, and scripts), workflow, reconciliations, and scripting. Additionally, Leslie has experience as a FACS™ administrator with Enable™, tactics, and workflow and CT Vision™ record formats, scripting, and account workflow processes.

Leslie resides in Lawrence, Kansas, and has over seven years of experience with the receivables management industry. Prior to joining TEC Services Group, Leslie worked with Encore Receivables Management for over five years as a CT Vision™ administrator, managing all early out client processes. Her responsibilities included working on managing the database, new client setups, workflows, reporting, pool strategies, tactics, and scripting. Additionally, she managed a team of software developers supporting both early out clients and third party collections.

LeAnne Stanley - Consultant

LeAnne Stanley is a consultant and has worked with TEC Services Group since 2008. She is able to assist companies with their training needs including cash and statistics, and is TEC's lead trainer in our 4N1 (Logic Blocks™, Report Writer™, Event Tactics™, and Field Lists™) seminars.  LeAnne also is proficient in work flow analysis.

She and her husband, Ron, live in Pendleton, Indiana LeAnne has extensive experience with the receivables management, having worked with FACS™ and Artiva™ implementations and training, specializing in the financial functionality within FACS™ and Artiva™.

Previously, LeAnne worked for Ontario Systems for over 17 years. During her tenure, she served in a business analyst role for the financial functionality in Artiva™, directed the implementation and project management groups for six years, and had hands-on experience implementing and training Ontario Systems clients. She has extensive experience in FACS™ implementations, having participated in over 100 implementation and consulting projects while with the company.

Clay Miller - Consultant

Clay Miller joined TEC Services Group as a Consultant in 2009. He assists companies in their development needs utilizing the Artiva™ tool set and with their training needs in Artiva™ and FACS™. Clay is also the lead Consultant for TEC's Acumen!™ implementation projects with The Intelitech Group.

Clay lives in Anderson, Indiana He has extensive experience with receivables management having worked with FACS™ and Artiva™ support and product direction. Previously Clay worked for Ontario Systems for 19 years. During his tenure he served in business analyst and product director roles for the Artiva™ products for nine years and as a system consultant  supporting, installing and training FACS™ for ten years.

John Hapner - Consultant

John Hapner is an independent consultant and has worked with TEC Services Group since 2007. Working with the development services team, he is able to assist companies in writing custom software, interfaces and conversions when implementing Ontario Systems products and perform quality assurance testing and support. 

He and his wife, Kim, live in Muncie, Indiana, and have five children. John has extensive experience in software quality control and testing, development project management and designing software with an emphasis on usability and improved productivity.

John has over 20 years of software development experience, with the most recent being 16 years at Ontario Systems. While at Ontario Systems, he directed the quality team responsible for the FACS™, CT Vision™ and Artiva™ product lines. Additionally, he led teams responsible for custom software development and played an integral part in designing and developing FACS™ versions 9 through 17 and FACS Workstation™. The Workstation effort resulted in a 75% reduction in training time and improved productivity for collectors. John also has performed training roles at numerous conferences, including InterSystems Worldwide Development Conference and Ontario Systems Annual Educational Conference.

Jon Halterman - Consultant

Jon Halterman is a Consultant with TEC Services Group, originally joining The Enterprise Consultant team in 2005.

He and his wife, Jenni, live in Spring Hill, Tennessee, and have four children. Jon's expertise includes CT Vision™, FACS™, FOCUS™, Enable™ and Web development.

Jon has over 10 years of software development experience, including over five years at Ontario Systems and over five years at Compuware Corporation.

Erin Briggs - Consultant

Erin Briggs is an independent consultant and has worked with TEC Services Group since 2007. She is experienced writing interfaces for Artiva™ and FACS™ implementations.

Erin resides in Chicago, Illinois and has spent her professional career in the receivables management software industry. During college, she worked as an intern for Ontario Systems on the account flow team. Upon graduation, she joined the company full time as part of the interface and conversion team.

Fred Boles - Consultant

Fred Boles is an independent software consultant and has worked with TEC Services Group since 2008. Working with the development services team, he is able to assist companies in writing custom programs, interfaces and conversions when implementing Ontario Systems products and perform quality assurance testing and support.

He and his wife live in Muncie, Indiana, and have four children. Fred is well versed in traditional and modern analysis and development methodologies and tools. His experience includes Structured Systems Analysis, the Waterfall development methodology, Object Oriented Analysis and Design using RUP and Agile development methodologies.

Previously, Fred worked for Ontario Systems for over 17 years. During his tenure, he participated in all phases of the software development life cycle; from needs analysis to maintenance and support to, most recently, application design. He has extensive experience in the receivables management industry with both the FACS™ and Artiva™ systems.

Dwayne Lott - Consultant

Dwayne Lott is an independent software consultant and has worked with TEC Services Group since 2009.  He is experienced in the development of all Artiva™ and Architect™ (CT Vision™) products including interfaces (file processing, record formats and advanced exports), conversions, workflow, financial systems, windows, scripting, database setup and process automation.

Before working with TEC, Dwayne worked for a large Artiva™ development shop.  He worked with their Debt Buyer/Recovery system, several Artiva Agency™ and Architect™ (CT Vision™) namespaces.  He implemented many large custom projects.  His responsibilities also included maintaining and troubleshooting their current environments.

Prior to that, Dwayne worked for Ontario Systems for seven years.  While at OS, he worked as a designer and developer.  Dwayne was a major contributor to the Debt Buyer™ and Recovery Systems™.  He played an important role in many conversions and installs by being on site to ensure successful go-lives.

In addition to nine years of working with Ontario Systems products, Dwayne has worked in the software development industry for a total of nineteen years.  Dwayne lives in Farmland, Indiana with his wife and four children.

Steve Freeman - Consultant

Steve Freeman is an IT professional with over 15 years IT management experience which includes the design and delivery of network and security solutions reducing costs and establishing on-line accessibility. As a leader in IT management and as a team builder has provided and made available all necessary elements to team members for successful delivery of objectives on projects.     

Prior to coming to TEC Services Group, Steve managed the Department of Global Security Operations in a 24x7x365 data center where one of his many accomplishments was to identify all operational audit requirements regarding both physical and logical security, communicating each audit requirement to his security team members.  Each requirements progress was analyzed on a weekly basis. Steve’s impact on the security’s team’s responsibilities was an increase in meeting all security audited requirements to 100% compliance within one business quarter. Steve also researched requirements for security department to achieve audited compliance in a PCI hosted environment. Steve effectively communicated requirements to security analyst team members, directing projects associated with each analyst, delivering reports on each projects status to upper management. The impact realized by the company was that all objectives in  the PCI compliant environment was reached, achieving 100% success passing external audits

Included in Steve’s professional accomplishments which span both corporate as well as collegiate environments is that he established a fiber optic fully switched network for college where no prior network existed. This environment included the design and installation of file, print, web and email servers. His project included centralized student data with secure access by staff members only. All printers were consolidated into the networked environment. His duties included the management of personnel to support staff, faculty and students in use of networked printers, email and other networked resources.  While at the college, Steve evaluated the college’s manual student registration process, designing and introducing an online process. This included the development on an all web based backbone, online course schedules, as well as delivery of registration data to registrar’s department. Steve’s impact at this college was the reduction of errors in student transcripts, reduced printing costs, online registration process reduced student registration from six days to one, a computerized library with Internet connectivity as well as support for off campus connectivity for staff, faculty and students.
